Collectively, the federal agencies lead the nation’s largest workforce of more than 2.2 million federal employees. In February 2024, the Office of Personnel Management (OPM) issued the Workforce of The Future Playbook. The Playbook outlines actions all agencies can take to position the federal government as a model employer for current and future employees. The agencies share the need to step up their workforce planning expertise and better align resources in order to close skills and staffing gaps and implement strategies to meet future workforce needs.
The vision of the Playbook is to implement strategies that enable an inclusive, agile, and engaged federal workforce. The OPM posits that agencies that implement these strategies will adapt effectively to the rapidly evolving nature of work and keep pace with other industries, in the present and in years to come.
Strategies focus on promoting policies and practices that will be most effective in five areas:
The Playbook includes actions which are new plus some based on existing authorities and practices that have not been fully utilized. Taken together, these actions constitute building blocks for improved effectiveness and efficiency in the federal government.
The Playbook will be updated with additional guidance over time. Plans are in play to provide webinars, training, and technical assistance from subject matter experts to support federal agencies as they implement these 12 proposed strategies:
