Adapted from the research conducted by Cecilia Ka Yuk Chan and the AI Ecological Education Policy Framework, WCET created in 2023 a framework for institutions to develop policies related to AI in higher education. The framework addresses three areas: 1) governance, 2) operations, and 3) pedagogy. All these areas call for ethical and responsible use of AI.

The WICHE Cooperative for Educational Technologies (WCET) is a leader in the practice, policy, and advocacy of digital learning in higher education. WCET is a member-driven organization that brings together colleges, universities, higher education organizations, and companies to collectively improve the quality and reach of digital learning programs.
In spring 2022, WCET surveyed its members on the topic of AI-related policy. The study found that only 8% of respondents reported that their institution had developed and/or implemented at least one AI-related policy; 65% indicated that they have or will be developing policies but have not done so yet. The initial focus of campus policy discussions centered on academic integrity. Institutions also are considering areas such as data security and privacy, promotion and tenure practices, professional development planning, and other policy and practice areas.
WCET subsequently developed the AI policy and practice framework to help institutions identify the policy areas that they need to address and develop policies and guidelines for those areas.
