Education Commission of the States (ECS) is a nonprofit organization that partners with state policymakers by providing personalized support and helping education leaders come together to learn from one another. Through a variety of programs and services, policymakers gain the insight and experience needed to create effective education policy. Services focus in four areas:
  1. Research -- compile information on education policies from early childhood through workforce so state policymakers can make informed decisions.
  2. Counsel -- provide trusted advice on policy plans, consult on proposed legislation and testify at legislative hearings and interim committees as third-party experts.
  3. Report -- regularly issue relevant and timely reports providing education leaders with concise, factual overviews on the full spectrum of state education policies.
  4. Convene -- bring education leaders together within their states and across states to interact, collaborate, and learn from each other.
ECS addresses several issues in education:

Key projects/initiatives include:
  1. Arts Education Partnership -- dedicated to advancing the arts in education through research, policy and practice. Since late 2017, the National Endowment for the Arts has collaborated with ECS to promote more and better information on young people’s access to, and participation in, arts education. A joint initiative, the State Data Infrastructure Project (SDIP) for Arts Education, has resulted in tools to help states extract, analyze and report on data about arts education. SDIP also provided states across the country technical assistance to improve their capacity to mount arts education data initiatives of their own.
  2. The 2022-23 Chair’s Initiative, led by Education Commission of the States’ Chair, Arkansas Governor Asa Hutchinson -- focused on computer science education. Specifically, the Initiative is working to elevate state action to expand computer science education and explore various aspects of the issue, including equitable access, educator preparation and licensing, standards and curriculum adoption, and connections.
  3. Strong Start to Finish is a network of like-minded individuals and organizations from the policy, research and practice spaces working to help all students find success in postsecondary education. The “Core Principles for Transforming Remedial Education Within a Comprehensive Student Success Strategy” is a field-generated document informed by policy and practice, first released in 2012, updated in 2015 and refreshed in 2020. The Core Principles focus on what it means to scale reform to include greater attention on the design, implementation, and scaling of practices that lead to improved and more equitable outcomes for today’s students. This connects higher education systems and institutions with proven tools, quality technical assistance, and financial and human capital resources to give every student the best start on the path toward their degree.
