Overview

The Aspen Institute’s Economic Opportunities Program (EOP) and the U.S. Chamber of Commerce Foundation are partnering to improve and scale job quality for workers by developing training materials and supports for employers and employer collaboratives using the U.S. Chamber of Commerce Foundation’s Talent Pipeline Management® (TPM) framework. The collaboration is promoting strategies and practices that strengthen job quality, improve outcomes for businesses and workers, and bolster America’s long-term competitiveness.

Under this project, course modules will introduce employers and employer collaboratives to the job quality framework and associated metrics and assessment tools. Employers can explore how prioritizing job quality in job design and improving the quality of existing jobs can address business pain points and will learn to set goals and establish performance measures and dashboards to track job quality improvements and outcomes.

Talent Pipeline Management® (TPM) Framework

The U.S. Chamber of Commerce Foundation developed the TPM Framework to advance authentic employer leadership in building high-performing talent pipelines. Built by business, for business, TPM provides employers and their education and workforce development partners with strategies and tools to co-design talent supply chains that connect learners and workers to jobs and career advancement opportunities. Key benefits of TPM include: built on industry best practices; employer-led; generates granular, actionable data on employer demand; provides a structured and agile process for collective action and decision-making; engages the full spectrum of talent sourcing providers; creates shared value, competitiveness, and accountability; and focused on employer ROI.  Resources include:

Background

The lack of good jobs in the nation's economy hurts workers and families — especially women and people of color, and also slows economic growth and decreases business performance. Too many workers are employed in jobs that make it difficult to meet basic needs, such as housing and food. This work is helping businesses across the country define, measure, and prioritize job quality to support their talent attraction and retention goals.
