The Lifelong Learning Entitlement is a new student-finance system for postsecondary education in England designed to enable individuals to access education and training more flexibly throughout their working lives. The new system is intended to make it easier for adults to return to education for retraining and upskilling at different points in their careers.
Beginning with courses and modules starting in January 2027, the system is replacing existing higher education student-finance loans and Advanced Learner Loans for qualifications at Levels 4, 5, and 6. Applications for the first eligible courses and modules are opening late October 2026.
Eligible new learners can access tuition-fee loans of up to £39,160, equivalent to four years of study based on the maximum tuition fee for the 2026–2027 academic year. Funding can be used for eligible full qualifications and, through a phased implementation, shorter modules. Initial modular eligibility includes modules from Higher Technical Qualifications and selected Level 4–6 modules from full Level 6 qualifications that address priority skills needs and align with England's industrial strategy.
A notable feature is the connection between financing and learning mobility. Providers offering funded modules must issue a standardized transcript documenting completed learning. The transcripts are intended to make achievements more portable, facilitate credit transfer among providers, and allow learners to combine or stack modules toward qualifications over time. Government guidance also calls for stronger processes for recognition of prior learning and movement among providers.
The Lifelong Learning Entitlement grew out of England's broader efforts to create more flexible alternatives to the traditional model of completing a qualification through several continuous years of study. The concept was included in the government's 2021 Skills for Jobs reforms and was subsequently supported through the Skills and Post-16 Education Act 2022 and the Lifelong Learning (Higher Education Fee Limits) Act 2023. The reform responds in part to barriers associated with financing short-term and modular study and restrictions that historically limited student financing for individuals seeking qualifications at the same or a lower level than qualifications they already held.
The Lifelong Learning Entitlement is financed through England's government-backed student-finance system rather than through a separate grant program. Eligible new learners can access up to £39,160 in tuition-fee loans, with individual entitlement affected by previous publicly financed study.
