Overview

Announced in 2024, the SkillsFuture Level-Up Programme is a Singapore government initiative providing enhanced education, training, and income support to Singapore citizens age 40 and older who pursue substantial midcareer upskilling or reskilling. The program is part of Singapore's broader SkillsFuture system for lifelong learning and workforce development.

The program provides several forms of support:

  • S$4,000 SkillsFuture Credit (Mid-Career) provided to Singapore citizens upon reaching age 40, with no expiration date
  • Enhanced subsidies of up to 90% of course fees for eligible publicly funded programs
  • Support for eligible adults to pursue another full-time diploma
  • SkillsFuture Mid-Career Training Allowance for eligible long-form training.

For eligible fulltime training, the training allowance is generally calculated at 50% of the individual's average income during the preceding 12 months, subject to a minimum monthly allowance of S$300 and maximum of S$3,000.

Beginning March 1, 2026, the training allowance was expanded to selected part-time training. Eligible individuals who continue working while completing qualifying part-time training can receive a flat allowance of S$300 per month. Individuals can receive no more than 24 months of training allowance across qualifying full- and part-time programs.

In 2026, Singapore also announced that approximately 200 Workforce Skills Qualification full-qualification courses would be added to the Level-Up Programme beginning in the fourth quarter of 2026, further expanding the range of midcareer training options.

Background

Singapore announced the SkillsFuture Level-Up Programme as part of its 2024 national budget. The program was designed in recognition that workers may need substantial periods of retraining during increasingly long careers , and that financial and caregiving responsibilities can make participation in extended education and training difficult for adults in their 40s and 50s.

The S$4,000 midcareer credit became available in May 2024 to Singapore citizens already age 40 or older. Younger citizens receive the credit when they reach age 40. Enhanced diploma support began with the 2025 academic year, followed by implementation of the fulltime Mid-Career Training Allowance in 2025 and its extension to part-time training in March 2026.

The Level-Up Programme builds on SkillsFuture, Singapore's broader national system for supporting lifelong learning, career development, and workforce skills.

Partners

The program is a Government of Singapore initiative administered principally through SkillsFuture Singapore, working with the Ministry of Education and participating institutes of higher learning and training providers.

Eligible education and training providers include Singapore's polytechnics, Institute of Technical Education, autonomous universities, arts institutions, and approved training providers, depending on the form of financial support and course involved.
