The Center for Higher Education Policy and Practice (CHEPP) at Southern New Hampshire University (SNHU) is a non-partisan higher education research and policy organization grounded in the experiences of higher education learners and practitioners. The center focuses on creating actionable insights and fostering collaborations to drive systemic change in higher education.

CHEPP collaborates with policymakers to develop scalable, sustainable policy solutions from a learner-centered perspective. It also partners with colleges, universities, and research centers to advocate for higher education policy that is both attentive to their needs and mindful of institutional realities.

Focus areas:

  • Promoting responsible, data-driven decision-making and learner-centered design – grounded in the recognition that higher education practice and state- and federal-level policy should build on existing data about the experiences of learners and institutions, and measure success by continuous improvement.
  • Measuring learning by demonstration of knowledge and skills – informed by the recognition that competency-based education prioritizes what learners can do over how much time they spend in the classroom; and more competency-based programs and models are critical to equipping learners to succeed.
  • Increasing persistence and learner success – in recognition that higher education is only a pathway to opportunity if learners complete their degree. Flexible learning models and broad wraparound supports that are proven to improve persistence and learner success are needed.
  • Creating pathways to the workforce through education - through higher education, learners from all backgrounds can gain access to meaningful and purposeful work; in strengthening education-to-workforce pathways, economic opportunities can be provided for all learners.
