Overview

The HR Open Standards Consortium is an independent, nonprofit, volunteer-led organization that works to facilitate the open exchange of data among human resource (HR) professionals. It seeks to develop and promote a voluntary, consensus-based standard suite of specifications that will enable such exchanges among all HR professionals and organizations (HR Open Standards, n.d.).

The Consortium values:

  • Open standards, which ensures a company’s HR technology needs are addressed.
  • Networking and alliances, which provide an environment to collaborate with like-minded colleagues of different skill sets and job functions.
  • Engagement and expertise, which provide access, insight, and input into best practices and technology direction.
  • A level playing field to provide all organizations  access to the same resources and opportunities to share perspectives.
  • Resource utilization, which saves research and development time, investment, and human capital compared to custom implementation.

HR Open Standards teamed up with 1EdTech to allow job-seekers to showcase their accomplishments to employers in a meaningful way and thus help employers find employees with the skills they need (PRWeb, 2022). The initiative combined 1EdTech’s digital credentials standards, called Open Badges and Comprehensive Learner Record Standard (CLR Standard), with HR Open Standards’ Resumé/CV Project. The initiative created a standards-based resumé, displayed through a digital wallet or platform, that incorporates an individual’s academic achievements, skills, and workplace milestones in an illustrative and verifiable way. This helps employers make hiring processes more efficient and equitable. The initiative also helps to create a bridge between education, corporate learning, employment, and human resources.

HR Open Standards, the Postsecondary Electronic Standards Council (PESC), the Access 4 Learning Community (A4L), and other organizations have partnered with the U.S. Chamber of Commerce Foundation (Chamber Foundation) and its T3 Innovation Network in the Comprehensive Learner and Worker Records project. This project develops public-private standards for education, military, and employment records (HR Open Standards, 2019). As part of the collaboration between HR Open Standards and the Chamber Foundation, the HR Open Work Group was formed (T3 Innovation Network, 2021). The first task of the work group was to develop use cases that employers and government agencies can use to guide standards development. The work group identified three major use cases:

  • Federal and state reporting requirements for employers to provide employment and earnings information to government agencies.
  • The use of employment and earnings data in analyzing state and local labor market dynamics, outcomes data, and the return on investment from public education and training programs.
  • How to use employer-provided employment and earnings data to determine government program eligibility and participation.

Relationship to the Ecosystem

The HR Open Standards Resumé/CV Project helps individuals communicate information about their education, work experience, and credentials across a range of employer recruitment systems, thus connecting elements of the learn-and-work ecosystem. Furthermore, the partnership between the U.S. Chamber of Commerce Foundation’s T3 Innovation Network and HR Open Standards monitors the return on investment of education and training programs, shedding light on the value of learning programs in the ecosystem.
