Overview

In August 2023, Complete College America, a national non-profit organization focused on raising postsecondary attainment in the U.S., announced selection of 11 state partners to join the national Complete College Accelerator initiative. The Accelerator initiative focuses on improving student success and closing gaps in college access and completion.

This work builds on the Bill & Melinda Gates Foundation’s Intermediaries for Scale (IFS) initiative which launched in 2020. The IFS is partnering with 80 institutions over 5 years to engage in institutional transformation efforts. Major activities by institutions (2020-2027):

  • Participating in campus preparation workshops focused on developing a common definition for student
    success, developing foundational understanding of the role of data in achieving student success, and
    comprehensive understanding of the FS project and expectations.
  • Memorandum of Understanding and Data Sharing Agreements committing to full project participation.
  • Establishing institutional team to lead the project.
  • Administer the Institutional Transformation Assessment (ITA) to the campus community.
  • Conducting on campus sensemaking meeting for the campus leadership to engage in authentic conversation
    centered on the results of the ITA and institutional data.
  • Developing an action plan to identify specific technical assistance to be provided to the institution.

The Intermediaries for Scale (IFS) Initiative helps build the capacity of colleges and universities to implement proven strategies for improving student success at scale. CCA is working with partnering states and institutions to conduct assessments of institutional performance, build data capacity, and develop and implement strategies to improve student outcomes.

The initial cohort of Accelerator states includes:

  • Kentucky Council on Postsecondary Education
  • Louisiana Board of Regents
  • Maine Community College System
  • Minnesota Private Colleges Council
  • Missouri Commission of Higher Education and Workforce Development
  • New Mexico Higher Education Department
  • Ohio Association of Community Colleges
  • Ohio Department of Higher Education
  • South Carolina Commission on Higher Education
  • Vermont State University
  • Washington Student Achievement Council
  • University of Wisconsin System

States were selected from a competitive RFP process, which launched in February 2023.
