Overview

In 2023-2024, the United States Qualification Framework (USQF) Advisory Council designed and developed a proposed National Qualifications Framework for the U.S. which was issued in 2024. USQF's goal is to serve the interests of US learners, qualification holders, educators, employers, licensing bodies, policy makers, and related stakeholders.

Several elements from previous models were incorporated and used to develop the framework:

  • Bloom's taxonomy
  • Enabling
  • 8 areas of learning outcomes per level
  • Based on the Degree Qualifications Profile
  • Includes research from the Beta American Credentials Framework

Background

The NQF was developed with recognition that the U.S. does not currently have a national qualifications framework.  The Advisory Council posits a USQF may assist with recognition, mobility, and interoperability by helping stakeholders understand new and existing qualifications; and contribute to workforce development and continued education accessibility.
