Refers to technology that is appropriately matched to the needs, capabilities, resources, and context of its intended users. Drawing from the children's story Goldilocks and the Three Bears, the term describes technology that is "just right"—neither overly complex, costly, or difficult to use, nor too basic to effectively solve the problem it is intended to address.

The concept is used in discussions about educational technology, workforce development, artificial intelligence, cybersecurity, healthcare, digital transformation, product design, and sustainable development. While the meaning varies by context, the common theme is that the most effective technology is not necessarily the newest, most advanced, or most feature-rich: successful technologies are often those that balance functionality, usability, cost, sustainability, accessibility, and organizational readiness.

  • Education and workforce settings: May involve adopting technologies that can be readily understood and maintained by users rather than implementing more sophisticated systems that exceed organizational capacity.
  • Cybersecurity: May refer to security controls and protections that provide an appropriate level of risk management without creating excessive complexity, costs, or barriers for users.
  • Sustainable development and engineering: Often associated with resource-efficient solutions that address essential needs while minimizing unnecessary technological complexity and dependence on scarce resources.

The concept has roots in engineering, international development, and sustainability movements, where it is closely related to the idea of technology designed to emphasize resource efficiency, resilience, and solutions that avoid unnecessary complexity or dependence on specialized infrastructure.

In recent years, the term has been adopted and increasingly used to describe the challenge of finding the right balance between innovation and practicality as organizations face growing numbers of technology options and pressure to adopt increasingly sophisticated tools. Rather than asking what technology is most advanced, the Goldilocks technology approach asks what technology is most appropriate for achieving a specific goal under real-world conditions.
