Overview

Launched in 2025, Vincula LAC: Digital Skills for the Future is a regional workforce development initiative established through collaboration between the World Bank and Coursera to expand access to digital skills training and certifications across Latin America and the Carribean. Participating initiatives included programs in Belize, Brazil, Chile, Costa Rica, the Dominican Republic, Haiti, Jamaica, Mexico, Panama, Peru, Saint Vincent and the Grenadines, and the Turks and Caicos Islands.

The program provides learning opportunities in areas including AI, data analysis, digital technologies, entrepreneurship, leadership, communication, and other competencies relevant to changing labor markets. The initiative initially offered 5,000 free six-month access to the Coursera learning platform, enabling participants to pursue courses and credentials offered by universities and industry organizations.

The program selected 13 initiatives across 12 countries and territories, working through national and subnational government partners to reach priority populations and strengthen digital workforce capabilities.

The initiative includes:

  • Digital skills training
    • Access to online learning opportunities covering artificial intelligence, data analysis, and other digital competencies.
  • Professional certifications
    • Opportunities to complete courses and earn credentials from participating education and industry providers.
  • Transferable skills development
    • Training in leadership, communication, critical thinking, creativity, and project management.
  • Government partnerships
    • Collaboration with national and subnational authorities to identify priority populations and workforce development needs.
  • Targeted access
    • Training opportunities for public employees, unemployed workers, young people, entrepreneurs, and other groups.
  • Technical assistance
    • Webinars, consultation sessions, and support for participating governments.
  • Regional knowledge exchange
    • Opportunities for governments and implementation partners to share practices and lessons.
  • Program monitoring
    • Progress reporting and follow-up activities intended to assess participation and implementation.

The first training cycle ran from June 16 through December 15, 2025.

Background

Digital transformation is increasing demand for technology-related and transferable workforce skills throughout Latin America and the Caribbean. However, access to high-quality training and industry-recognized credentials varies substantially across countries and population groups. Online learning platforms can expand access to education and training, but participation may depend on affordability, digital connectivity, prior educational preparation, and institutional support. Vincula LAC addresses these challenges through a regional partnership that combines access to online courses with government coordination and technical assistance. The initiative is particularly relevant to discussions about alternative credentials and workforce development because it connects publicly supported training opportunities with certifications offered through a commercial learning platform.

Its longer-term value will depend on evidence concerning course completion, credential recognition, skills application, and employment outcomes.
