In April 2025, the Education Strategy Group (ESG) issued The Great Value Shift, a roadmap for postsecondary leaders to define, measure, and deliver value in higher education. The roadmap lays out three steps—and offers tools, frameworks, and priorities—for postsecondary leaders to move toward greater postsecondary value.
The report derives from an ESG pilot of this approach in nearly 10 states to drive a more comprehensive strategy in which postsecondary value is at the center. This approach is viewed as a win-win for higher education institutions, taxpayers, and students—to position postsecondary education as a central driver of both economic mobility and economic growth.
A new Postsecondary Value Continuum lays out a range of distinct approaches to measuring value, from the most basic to very advanced. State higher education leaders have begun using it to determine what types of metrics are the most desirable—and feasible—to implement when measuring college outcomes.
The approach focused on value calls on state leaders to commit to delivering on higher education’s promise to reassess its value and adaptability in a rapidly shifting landscape. The approach calls for three shifts in action by states:
The value of higher education has been pushed into the spotlight as consumer confidence has waned, driven by a combination of escalating student debt and significant underemployment among graduates. The decline in public trust toward higher education is a critical barrier to increasing postsecondary attainment in the U.S. This has resulted in growing interest in rallying around “value” as the next frontier for higher education. This is viewed as a way for state and institutional leaders to better understand where they are now—and to chart a course to where they want to be in delivering economic value and driving economic mobility.
