Overview

Launched in 2019, Skills-OVATE stands for the Skills Online Vacancy Analysis Tool for Europe, an online platform developed by Cedefop (European Centre for the Development of Vocational Training). The tool aims to offer insight on the landscape of jobs throughout Europe. Skills-OVATE uses large-scale analysis of online job advertisements to provide information about occupations, skills, sectors, and geographic patterns in employer demand across European labor markets. The tool is part of a project, undertaken by Cedefop to analyze information from online job advertisements across the European countries and highlight the skills and job roles most sought after by employers.

Skills-OVATE is part of Skills Panorama, an initiative by the Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) of the European Commission and Cedefop working to bring insights on job trends and employment closer to European citizens.

The top three sectors for generating employment in Europe in 2020 were manufacturing, administrative services and professional services.

Methodology

Between July 2018 to December 2020, Skills-OVATE gathered and analyzed more than 100 million online job advertisements for the purposes of constructing the online tool. Data were processed using data-mining, natural-language-processing, and analytical methods to identify labor-market and skills trends. The most relevant and in-demand skills and occupations were extracted and subsequently analyzed against commonly established qualification frameworks such as ISCO-08 (for occupation) or ESCO (for skills).

The tool provides information on:

  • occupations in demand
  • skills requested by employers
  • occupational and skill demand by sector
  • regional differences in demand
  • employment contract types and working hours
  • emerging patterns such as demand for digital and green skills.

Skills-OVATE presents this information in a user-friendly way in order to offer a comprehensive picture of the skills needs and supply in certain regions, localities, cities, and Member States. Visualization metrics in the tool are based on data gathered over the course of the previous year and reports are available for each of the European Union member countries.

Skills-OVATE is updated four times per year, with yearly averages for key variables available via Cedefop's dedicated skills intelligence platform.

Skills-OVATE currently covers the European Union member countries (27), European Free Trade Association countries—Norway, Switzerland, Liechtenstein, and Iceland—and the United Kingdom. Data are updated quarterly and generally display the most recent four quarters.

The tool uses international classifications for occupations, industries, skills, and regions, including the European Skills, Competences, Qualifications and Occupations classification. It also permits some skills analyses using the Occupational Information Network classification.

The European Centre for the Development of Vocational Training cautions that online job advertisements do not represent the entire labor market and recommends that Skills-OVATE data be used alongside other sources such as labor-force, household, and employer surveys.

Background

The Cedefop began its large-scale initiative to collect and analyze online job advertisements in 2015, responding to the growing availability of online vacancy data and the opportunity to develop more timely information about changing employer skill demand. Since launch, the online tool has expanded in geographic coverage, data sources, and analytical capability. The work complements Cedefop’s other labor-market intelligence resources, including its Skills Forecast and Skills Intelligence platform. Skills-OVATE differs from conventional surveys and forecasts by using continuously collected online vacancy data to provide relatively current evidence about what employers are seeking.

Partners

  • Skills-OVATE is led by the European Centre for the Development of Vocational Training, an agency of the European Union.
  • The underlying online vacancy work is conducted jointly with Eurostat, particularly through the Web Intelligence Hub.
  • The European Labour Authority collaborates with the European Centre for the Development of Vocational Training and Eurostat in incorporating European Employment Services vacancy data into Skills-OVATE.
  • Skills-OVATE data are used in other European tools.

Funding

Supported through the work and budget of the European Centre for the Development of Vocational Training and collaborating European Union institutions. The European Centre for the Development of Vocational Training reports that its approximately $18 million annual budget in recent years has been funded almost entirely by European Union funds.
