SHRM Foundation

Founded in 2022, the National Accreditation Commission (NAC) is a programmatic accrediting agency seeking recognition from the U.S. Department of Education to accredit noncredit and non-degree workforce development programs. The accreditor's efforts align heavily with the expansion of Pell Grants to cover short-term, noncredit workforce training programs. NAC's accreditation framework is designed to help programs navigate and comply with the new Workforce Pell regulations, which went into effect July 1, 2026.

NAC describes itself as a "data-first" accreditor, meaning its accreditation model is built around labor market data, AI-powered compliance monitoring, and outcome verification. This differs from the cyclical self-study and site visit model used by traditional accreditors.

NAC's seven accreditation standards include:

  • Mission, Leadership, and Planning
  • Program Design and Delivery
  • Faculty, Instructors, and Staff
  • Recruiting, Admissions, and Enrollment
  • Learning Recognition and Student Services
  • Administrative and Fiscal Capability
  • Student Achievement and Outcomes Assessment

NAC also offers a six-level Tiered Quality Assurance Blueprint, ranging from informal learning (Level 1) to full Title IV-eligible accreditation (Level 6). NAC's noncredit programmatic accreditation sits at Level 5. The tiered framework is designed to accommodate programs at different stages of development and funding eligibility, including programs eligible for Workforce Innovation and Opportunity Act (WIOA), SNAP Employment and Training (E&T), Temporary Assistance for Needy Families (TANF), and Workforce Pell.

AIHub

NAC's accreditation model is delivered through its AIHub platform. This operates as an AI-powered accreditation information hub that supports continuous program monitoring rather than periodic review cycles.

AIHub has four core capabilities:

  • AI-Powered Compliance and Accreditation Workflow Engine
    • Automates continuous monitoring of programs against NAC standards
    • Flags issues in real time rather than waiting for a scheduled review cycle
  • Auditable AI Verification
    • AIHub cites its sources for every compliance determination and program evaluation
    • This is meant to make outputs auditable by accreditors and defensible to funders
  • Labor Market Intelligence
    • Integrates real-time labor market data directly into the program review process
    • Surfaces in-demand skills, regional employer needs, and wage outcomes, which are tied to Workforce Pell requirements
  • Curriculum and Skill Mapping
    • Translates noncredit program content into verified, employer-recognized skills
    • Maps those skills to stackable pathways connecting to credit-bearing programs, industry credentials, and career advancement

GitLab Foundation, NAC's founding funder, offered early support to develop AIHub. NAC has also partnered with the Coleridge Initiative to build AIHub within secure state data environments, enabling assessment of job placement outcomes and wage gains using linked administrative data.
