SHRM Foundation

Founded in 2025, Windfall Trust is an independent nonprofit policy research organization focused on preparing governments, institutions, and communities for the economic effects of increasingly capable artificial intelligence. The organization describes its work as AI economic preparedness—helping decisionmakers anticipate how artificial intelligence may affect jobs, income, workforce systems, government revenues, social protections, and the distribution of economic gains.

Windfall Trust brings together economists, researchers, policymakers, technology experts, civil society organizations, and other stakeholders to examine possible AI-driven economic changes and develop policy approaches that can be considered before large-scale disruption occurs. Its work includes research, policy development, scenario planning, international dialogue, and tools for assessing economic and institutional preparedness.

 Major activities:

  • AI Economic Preparedness
    • Developing approaches that governments and institutions can use to assess and prepare for AI-related economic disruption.
  • Global Dialogues
    • Gathering perspectives from people in countries around the world about expectations and concerns regarding the emerging AI economy, including the experiences of young people entering the labor market.
    • Global Dialogues research has captured what people across 60 countries want from the AI economy
  • Policy Research
    • Conducting research on topics such as workforce displacement, worker retraining, social protection, government fiscal resilience, human-capital development, and the distribution of AI-generated economic gains.
  • Scenario Planning
    • Convening policymakers, economists, researchers, civil society organizations, and other stakeholders to examine potential future scenarios involving AI and consider policy responses before those conditions occur.
  • Windfall Policy Atlas
    • Maintaining a collection of policy approaches for responding to economic disruption associated with transformative AI.
    • The Atlas includes policies concerning labor-market adaptation, education reform, workforce training and reskilling, wage insurance, social investments, taxation, market regulation, wealth distribution, and international coordination.
    • Policy Atlas catalogs over 40 policy options for governments preparing for AI's economic impact
