The Digital Education Council (DEC) is a global membership organization founded in 2023 and headquartered in Singapore. DEC brings together universities, colleges, business schools, and vocational providers from around the world to navigate the transformation of higher education. DEC focuses primarily on the impact of artificial intelligence (AI) adoption, digital transformation, and workforce alignment, and it serves institutional leaders, faculty, and administrators across more than 80 countries.

DEC produces monthly executive briefings, which are publications written for institutional decisionmakers covering AI adoption, digital learning, governance, sustainability, and workforce development. Briefing topics include AI readiness frameworks, agentic AI use cases for higher education, global faculty surveys, student perspectives on AI, and workforce implications of AI adoption.

The Council also commissions and publishes original research, including global surveys of students and faculty on AI adoption and attitudes. Notable publications include the Global AI Faculty Survey, the AI in Higher Education LATAM Survey, and the AI Skills Opportunity Map, developed in partnership with Google.org.

DEC offers online AI literacy courses for higher education institutions and corporate partners. This includes the course Applied AI Literacy for All, a five-hour online course covering AI as a reasoning partner and practical application of AI. DEC also offers a Spanish-language certificate program for educators.

DEC convenes Thematic Working Groups through which member institutions develop practical resources and best practices across domains like digital learning, the future of work, university leadership, and sustainability.
