Overview

Ecuador's National Regulations on Microcredentials in Higher Education establish a national regulatory framework governing the design, provision, assessment, issuance, registration, and recognition of microcredentials awarded by higher education institutions. Adopted by Ecuador's Higher Education Council on September 24, 2026, the regulations aim to expand flexible learning opportunities while strengthening credential quality, transparency, verification, and portability.

The framework requires microcredentials to be issued in digital formats that are verifiable, interoperable, and portable. It also addresses the accumulation and recognition of microcredentials and their potential connections to formal higher education qualifications. The regulations explicitly incorporate recommendations developed by the UNESCO International Institute for Higher Education in Latin America and the Caribbean.  Ecuador is among the first countries in the region to establish dedicated national regulations covering microcredentials in higher education.

The regulations establish requirements and procedures covering:

  • Microcredential design
    • Defines microcredentials as certifications of specific knowledge, skills, or competencies acquired through structured and assessed learning.
  • Quality assurance
    • Establishes minimum requirements for designing, managing, assessing, and issuing microcredentials.
  • Digital verification
    • Requires verifiable, interoperable, and portable digital credential formats.
  • Recognition and accumulation
    • Provides for academic recognition and the potential accumulation of microcredentials under applicable regulations.
  • Institutional responsibilities
    • Establishes expectations for higher education institutions offering microcredentials.
  • Registration
    • Provides requirements for documenting and registering microcredential programs.
  • Lifelong Learning
    • Supports continuing education, workforce upskilling, professional transitions, and flexible educational pathways.

These are regulatory requirements. Their adoption does not establish that every Ecuadorian institution has already implemented compliant systems.

Background

Microcredentials have attracted growing international interest as mechanisms for recognizing shorter, targeted learning experiences. However, rapid expansion can create questions about credential quality, consistency, recognition, and the reliability of digital records. Ecuador's regulations are designed to address these challenges through a national framework that links microcredential development with quality assurance, academic recognition, and digital portability. The regulations also demonstrate the influence of regional policy collaboration. Since 2025, the UNESCO International Institute for Higher Education in Latin America and the Caribbean has promoted research, a regional reference framework, and professional training to support microcredential development.

Partners/Funders

  • Ecuador's Higher Education Council adopted the regulations and is responsible for the national higher education regulatory framework.
  • Higher education institutions in Ecuador are responsible for implementing applicable requirements when developing and issuing microcredentials.
  • UNESCO International Institute for Higher Education in Latin America and the Caribbean developed regional recommendations incorporated into the regulations.
  • The initiative is a national regulatory development rather than a separately funded training project.
